County Officials & Developer

For Harmony Grove Village South (HGVS) to be approved a fire code exception needed to be granted by the local fire official. For both Valiano and HGVS, a General Plan Amendment needs to be approved by the San Diego County Board of Supervisors. The following is documentation of the individuals who have pushed forward these developments despite vocal opposition and warnings of the fire danger from the local planning groups and community residents.

San Diego County Board of Supervisors

On July 25, 2018 the Board of Supervisors voted 4-0 in favor of the HGVS and Valiano General Plan Amendments. Chairwoman Kristin Gaspar, Greg Cox; Ron Roberts; and Bill Horn were in favor of the projects. Supervisors Diane Jacobs was absent.

San Diego County Planning Commission

The Harmony Grove Village South housing development was recommended by the County Planning Commission in a 4-2-1 vote on May 24, 2018. Commissioners Leon Brooks, Douglas Barnhart, and David Pallinger voted in favor of the development.

Commissioners Michael Beck and Michael Seiler voted against the project. “This thing is not ready for prime time,” Seiler said. Commissioner Beck stated he had not seen or understood an evacuation plan that shows it will work.

Rancho Santa Fe Fire Protection District - Fire Chief Tony Michel

As the local fire authority with jurisdiction, Fire Chief Tony Michel signed off on the fire code exception for Harmony Grove Village South.

CAL FIRE San Diego Unit - Chief Tony Mechum

Chief Tony Mechum agreed with the code exception given by RSFFPD's Tony Michel and spoke in favor of the HGVS development at the Board of Supervisors meeting.
